Small Project C-PACE (PACE Express)
The Colorado PACE Express program is designed to give small projects in the C-PACE program an opportunity to take advantage of a streamlined transaction process and lowered fees. The small project C-PACE model provides dedicated technical assistance and qualified lending partners for these project types.
Ideal PACE Express projects, for example, have small finance amounts and energy efficiency either as single measure projects or simple multi-measure projects (e.g., solar panels and energy efficiency upgrades).
More information about eligibility is available in the program application materials. These can be accessed after the completed project pre-qualification form is submitted and reviewed by the program administrator.

Please note:
- The NEID has contracted with a program administrator to provide technical assistance, project reviews and support the entire transaction process for PACE Express projects.
- PACE Express projects are typically a single or simple multi-measure project with a total financed amount of less than $500,000 and energy efficiency as a primary measure.
- Projects must meet the eligibility criteria defined in the C-PACE 2026 program guide.
For Capital Providers
The NEID has partnered with qualified capital providers to participate in a “credit enhancement” partnership to achieve below market interest rates to grow and scale the PACE Express pathway for energy efficiency and renewable energy loans to the small project sector.
The PACE Express pathway has been identified as a priority sector to build lender capacity with this unique public-private finance structure.
This program is made available through the Department of Energy through an IIJA – Energy Efficiency Revolving Loan Fund Capitalization award (IIJA – EE RLF).
